civil unions have been strengthened to the point where they give you all the same legal rights as a marriage (except when the marriage is disolved)
the current gay marriage push is all about forcing the church to accept the union.
The problem with that is that all religions have weird taboos, jews and muslims can't eat pork. Should we have a right to force them to eat pork because such a taboo adversely effect the income of pig farmers.
issolate marriage so that it is purely religious institution, establish civil unions to have the same right as what a marriage has now (your already 1/2 way there) and let the religion keep it taboos, if you don't like them don't worship at that church.
