There are not paramilitaries in Bolivia or Paraguay. The production of coca is legal in Bolivia, so there is not ilegal business over there. Cartels are in other countries, Colombia and Mexico for example, just there where US have more influence. Like Afganistan and the opium. If you donīt want big cartels growing up, keep away US influence, specialy the CIA that always need to finance secret operations...
