I bet it has nothing to do with the fact that the people who run her campaign lobby for private prisons that stand to fill up once this law goes through. There are some things the people don't vote on and one of those is civil rights issues. If we voted on everything then we would still have slavery and women would not have the right to vote. You see there is this whole thing in the US system of government that protects the minority from the majority and thank god for it.
