That is the #1 problem with this country. People get rewarded for their irresponsible behavior. that plus all of the hand outs. NOthing should be given out for free, everything should be earned. Instead of getting "xxx" more a month for each kid you have you should be required to work an extra 10 hours a week for each kid if you want govt money. I bet they would be wearing condoms then if they were punished instead of rewarded for being irresponsible.
Irresponsibility, being rewarded just breeds more irresponsibility x10, a couple more generations and we are going to be a country of idiots looking for a hand out.
