when you get a paycheck from the gov't b/c you are poor your actions are now under scrutiny and you allow big brother to have a say in the matter. don't want to have the gov't say dont have any more kids you broke ass mofo, then don't get welfare, end of story.
but alas.. this is just hyperbole.. the gov't will never do anything so its all a moot point.
