Not likely to be any fog in the summertime, although in the winter when the Tule Fog http://en.wikipedia.org/wiki/Tule_fog rolls in you sometime can't see anything in front of you.

I grew up near Bakersfield and driving at night during the winter could be interesting.
I lived away from town and all the streetlights, and many is the time I remember having to drive with my door open so I could look down and watch the white line, it was the only way to be sure you were still on the road.


As for Hwy 99 being treacherous it's a lot safer than it was when I was a kid, back then it still had cross streets and the farmers would move their farm equipment on it
