I live in California and we don't have rolling blackouts - At least not in Northern California. We used to about ten years ago.
But you bring up a good point. Our current infrastructure couldn't handle every house plugging in two cars over night.
I think our answer is solar power. We have a few businesses near me that run completely on solar power - one is a huge car dealership. Of course the fact that it rains here three times a year makes it easier, but I see solar playing a big part in our future.
