Not saying there aren't a handful with deep pockets. But even someone with deep pockets that has seen their revenue stream cut by 50 to 60% over the last 2 years isn't going to come out ready to fight with that money. No, they are going to hoard it and hope to ride things out.
Can't blame 'em one bit. Also consider that once you go to court suing somebody...you just put yourself on the govt. radar screen. I personally wouldn't do it even if I had the money to hand in barrels full to fucking lawyers.

But for us to claim the government will not do anything when we never even filed a
complaint is false predictions.
Besides, I would think a person could file in small claims court and represent themselves
for a couple hundred dollars. That is better than nothing.
