Because they're surfers. They probably don't work on the interwebs, so they probably don't have the need to upgrade things that they think are working fine. And for what they usually do on their computer, IE6 probably works fine for them.
Life is too short to have to worry about upgrading things that already do what you need them to do.
If I could, I'd still be using Windows 98 and Netscape 4.
I can still get away with XP, so I do - I still use Netscape 7.2 to access my Earthlink email - and my primary computer is a 7-year old Dell. Upgrading anything is a royal pain in the ass. So unless there's a very good reason to do it - I don't.
(I *do* use newer machines for video processing, etc. - but because I have to, not because I want to.)
