if you watch close the hostage exits bottom right. The camera arrives a tiny bit late to document how exactly he was positioned when the last 3 shots were fired. I would assume the procedure is much the same as it is here, you shoot if the suspect still poses an immediate threat to others. The angle and timing of the camera does not provide us with enough information to make that decision imo.
