The pigeon isn't going to heal on its own. Broken bones normally don't just heal without some kind of medical attention. Even if it does he probably will never fly again and being on the ground is a death sentence.
You should either kill it and put it out of its misery or take it to a wildlife rescue where they can repair the broken wing and let it heal so it can fly again.
