Will the pigeon survive? No chance at all! Unless someone takes it to a bird sanctuary of some kind or indoors and know what they are doing. The pigeon is just dieing slowly right now. The wing, if properly broken, won't grow back unless it's set in the right position and the bird gets its wings bandaged up for a week or 2/3. Cats tend to have a lot of bacteria on their nails, which often causes infections, you can't always see them, and if their crops are ripped, it would require being stitched up. Regarding pigeons having diseases, it isn't as bad as people make it to be.
