Are you implying blacks aren't frightened by large groups of mostly older white males, some of which are holding racist signs? That's the point of the photograph. If you want I could swap it out with some skinheads, kkk members, etc groups in our Country that express the racist views in a bit more direct violent messages.
It's all the same though, neither are actually being violent and both are being racists using the message to push fear into others that are all already racist. One just has a different set of balls than the other.
