Police asked me to not water anymore, I said no problem and told the police and the neighbor that I will let the fire marshal and city know about the potential for this place being a fire hazard and they can deal with the issue.....

Here's what you do!

Go to the local building supply or hardware store and buy a few lengths of soaker hose. Run the soaker hose along your fenceline so that the water will run under the fence and into the shrubberies that he wants to die out. He won't be able to see it and even if he does, you are watering YOUR property and you can tell him to go fuck himself because you can't control where the runoff goes!
