The same is true if it produces less than 1 paying membership in 25 FREE signups. We had to do this to keep sites from cheating or putting our banners in "inappropriate" sites. What does this mean exactly? It's very hard to believe anyone is getting 1 free signup per 20 uniques, let alone 97% of their affiliates..
