Setup a tracker. Tell users it's legal and fair to share all they have and find. When they get used to it, then tell how evil "copyright industry" and authorities are. Tell them that's why they need anonymity and then sell them VPN connectivity. Of course VPN and proxies are useless on the transparent p2p but the users do not know or too stupid, so they will pay.
You do not have to produce, you can exploit the poor and the stupid, and you do not have to take responsibility for anything by claiming yourself a "search engine" and "freedom fighter".
