The main reason that FIFA hadn't implemented the goal line technology was cost. Installing the technology for every FIFA sanctioned game was determined to be too expensive. After the Germany-England game FIFA said they would revisit the issue.
Personally I think the goal line technology, like what they use in hockey; should definitely be used. I'm still hesitant about using instant replay. There are way to many close calls in soccer (last to touch the ball, where did the ball go out, was it a foul, etc.). There is no doubt in my mind that implementing the use of instant replay would only slow the game down. I have no doubt that it might make the game more accurate, but I'm not sure it would make it as much fun.
