Well that is sort of the idea isn't it? A country is not that interested BUT you put a good product on the field and many start to take notice.
The "sheep" are future fans and good for the sport. Sure you will have band-wagoners that will lose interest again if you have a losing team on the field but the goal is to have a quality competitive product on the field. Interest will come with time.
