Cheap broadband in 3rd-world/developing countries?

I haven't traveled for ages. But ironically one of the things that attracted me to working online was the notion of being able to work from anywhere I wanted. I'd love to spend a year-or-two working from somewhere completely different and ideally where things are cheap so I can save some money in the process.

Can anyone suggest any countries where the cost of living is low and where broadband Internet access is reliable and affordable, eg. a 128k+ connection with at least 5GB bandwidth for less than US$100/month? It would also be useful if it was somewhere that they won't jail me for building pornsites

Some of the countries I've considered are Thailand, India and Mexico. But when I've done some research, I've found that broadband is either expensive, unreliable or non-existent. Does anyone have any suggestions?
