?? I have created PR7 site with 4 backlinks. Number of links has nothing with PR. PR9 site would require on rough estimate at least 20 PR7 links or hundreds of PR6 or thousands of PR5 links. All of these would show as backlinks.
As for your member post quote, best regards to him, but Google drops expired domains not after they expire, but after they are up again with new whois creation date. Of course they keep their PR still, because Google doesn't update PR on the fly. They will be penalized after next update and their PR will drop to PR0.
