i think alot of people confuse a cops job.
A cops job is not to met out punishment to people who "deserve" it. Clearly this girl deserved to get punched in the face, did she "need" to be punched in the face to control the situation ? despite the video evidence the best person qualified to make that decision is the police officer in question. While ersonally i think he got a little mad and went more to the "what she deserves is a punch in the head " train of though , but i respect the fact that i wasn't there, did not know how much of a threat the cop felt she ( or others ) posed, and was not witness to numerous other factors that the cop may have noticed that i or the camera did not.
