Whether it's cheating or not depends on what a couple has agreed upon. Nothing more, nothing less. However, if you agree to something you don't feel comfortable with, it is just as likely to fuck up your relationship as cheating is.
Personally, I stick to the "look don't touch" rule. Every straight man looks at women, however, any kind of non-casual touching - ranging from lapdances to kissing other women to fucking other women - is in my opinion essentially sex. I love my girl too much to even want to do that.
