Exactly what greg said... most of the countries that sponsors do filter are "unbillable" countries by credit card or checks. To offset the bandwidth costs, most sponsors will redirect to dialers. While not too many companies will go out publicly and state we won't pay for certain countries, webmasters can install geo-tracking themselves and avoid sending traffic so sponsors who won't pay for certain countries. I'm not sure why germany is on that list, but that's SIC's choice to make and if you don't like it, you can just avoid sending german hits to them.
