Well, if there are bonus incentives and recurring commissions that go along with this job, and if $40k is only a starting base-salary, then it's a good opportunity for someone with talent that wants to break into the business or add to their existing income. I personally know a few admins of programs who are earning a nice income when their bonuses are factored in. Very nice income actually.
It's the "$40k/year for 10-12 hr days 6 days a week" that is throwing off most people here. For the skill-levels asked for, that is pretty low. For a good candidate there would likely be added incentives/rewards, I'm sure.
I'll have to check around with the admins I know and find out what sort of extra incentives/rewards/bonuses they are being paid. You know, for research purposes
