I think it has less to do with affiliates promoting shady programs and more to do with the reality that the porn business is in a constant arms race with itself.
Here is what I mean:
First it was CJ sites and people decided if those worked then they could get more traffic and make more money by creating a legit link site.
The link site worked so someone decided they could get more traffic and make more money by linking right to galleries.
The TGP worked so someone decided they could get more traffic and make more money if they linked only to movie galleries.
The MGP worked so someone decided they could get more traffic and make more money if they had the actual movies on their site.
The tube site worked so someone decided they could get more traffic and make more money if they had actual full length movies on their site.
And so on and so on and so on. We don't actually revolutionize anything. We simply figure out how to give more free stuff away in an effort to draw more visitors to our websites.
So I don't think it was greedy affiliates promoting shady programs that did the damage. It was greedy affiliates that raced with each other to see who could give away the most porn and send the most traffic to the programs that caused the problem.
