You seem to be forgetting that sexual arousal is 90% MENTAL. Therefore anything that can be percieved as sexually arousing could be considered masturbation. And you said yourself if she's "grinding on his dick", that would imply SOME form of contact, would it not? Just because he's not using his hands doesn't mean he won't get off.
