Different countries have different processing times. But generally you will have to show that you advertised the position and couldn't find a Canadian to do the job. He'll have to apply for a work permit with your job offer. The High Commission will evaluate the application and then he will have to pass a medical before he is allowed into the country.

If I'm not mistaken, US immigration law proceeds along the same lines (H1B petitions). The key is that there's no local US workers that can do the same job. Immigration lawyers' skill kick in when it comes to writing out the ad in such a way that only the foreigner being petitioned fits it. That's why they get paid $
