He would need to apply for a work permit. You'll have to show that the company advertised the position in Canada and then state that you couldn't find the right person for the job. Work with him and follow the guidelines that the
Canadian High Commission have in India.
Different countries have different processing times. But generally you will have to show that you advertised the position and couldn't find a Canadian to do the job. He'll have to apply for a work permit with your job offer. The High Commission will evaluate the application and then he will have to pass a medical before he is allowed into the country.
