After asking nicely, I'm sure they changed their tone, maybe sent a warship in closer as a warning, and then maybe fired across the bow - the international signal for ships at sea to stop. (Similar to a warship dropping two grenades overboard as a signal to submerged submarines to surface.) After that, pretty much all bets are off.
