i know people in porn industry expect everything done for free or peanuts.
you won't convince any serious animation house to get it done for 500 bucks.
I said very rough estimate because haven't run this by my animation guys, maybe its possible to get it done for 5-10k, i'm not sure atm, last time I checked flash toon production costs were in a range of $100-250 per second. If someone is serious about this kind of stuff I can get them more precise estimate.

I honestly have no idea if this is something you can learn yourself or not. I would imagine one could make something like that, but any serious project involves team of people for a production.
