He has authorized the national guard, coast guard, etc.. that's all him, he has made a commission, sent state funds for all types of crap.. he is of course limited in what he can do. It's not like he could pull the entire fleet to clean this up when the fleet doesn't have anything to clean it up with. And I'm sure the man can handle more than one situation at a time. We best hope so at least.
