1) If your limit is $1020 per day and you activate your personal limits you can take out that amount.
It can be the ATM have a per transaction limit or a per day limit for foreign cards, try using an ATM from a different bank.
2) The proof of address has to be a utility bill or bank statement with your name, address and date visible and not be older than 120 days.
