Piracy was a big part of its failure, but the much bigger reasons would be Sega's inability to secure good third party support, as well as the bad taste left in the mouth of anyone who was stupid enough to pay for a 32X, SegaCD, and to a lesser extent, the Saturn. (yes, I bought all three, but I didn't buy a Dreamcast.)
