Australia doesn't have a bill of rights or the niceties therein. The constitution reads more as a framework to facilitate settlement / back door for rogering by mother england than anything else.
When it comes to retarded legislation, I'm pretty sure the voting majority is too apathetic, indifferent or ignorant to do anything. Even if they did, most parties just grovel for public approval and follow up with whatever-the-hell-they-want.
