Not really.
The tube site would have to disseminate the video to distributed peers in the first place. Considering the transient nature of flash applications (they're stuck in a webpage that will be closed or reloaded), there's no way you'd get enough peer retention for distributed persistence.
Tube sites will still have to retain content. This will save on the bandwidth / transfer for the more popular videos they host though.
