If you're so scared that you need to shoot people in the back before asking them to dismount or step out of the vehicle, then you are not competent to be a peace officer.
If you made a mistake and shot someone in the back, you are also incompetent to be an officer.
There is no way to slice this other than guilty. With great power comes great responsibilty and sometimes great fail.
