the condom rule they are trying to get made into law includes any bodily fluid transmission between models, so no oral sex either.. (there are bodily fluids in a vagina so no girl/girl either oral etc)
based on all those factors i think this type "safe porn" will not make it.
had it just been condom for penetration i think everyone could have accepted at least for the "feature" type porn..(like vivid is already doing).
