What do you mean by "refusing"? What message are you getting? Unless it's a card issued in another country that you are trying to use from your Czech IP, I don't see how your card can get refused.

One of my domain registrars used to refuse all payments from IPs from my country, so I used to call my friend in London and give him my CC details, so he could pay for my domains... but I doubt that PayPal would block Czech IPs.
