Will new Arizona Law hold?

In 1994, California tried to pass something like this

and was killed by one judge, pretty much showing the California Voters we don't have a vote, now Arizona with over 70% are speaking up and are being put down by other states, well, Texas wants a law like that now, so do you think that it will hold up, or will some liberal judge or poilitican tell the Arizona voters to fuck off?

Carbon is not the problem, it makes up 0.041% of our atmosphere , 95% of that is from Volcanos and decomposing plants and stuff. So people in the US are responsible for 13% of the carbon in the atmosphere which 95% is not from Humans, like cars and trucks and stuff and they want to spend trillions to fix it while Solar Panel plants are powered by coal plants
