We have a wall now and it is not ineffective, it just isn't perfect... it moves them 'exactly' how it was designed, just parts need more.
Yes I'm sure - the wall has a set price. The troops cost money every day they are here, it's not free to put 1,000's of troops and what you want, 10,000's of troops along the border and everything else... War zones costs a hell of a lot more than a wall.
Being that you can't logically put troops across our full border in the first place... the front is extremely large, the cost, man power, equip problems, water issues, fuel issues, would be just day 1. That's before they over take some Americans land.
You can however, use a wall, natural walls-borders-water ways, to force the mass majority into a funneled area. Then you can focus your man power, supplies, use less of everything and then you only have to monitor the other zones and not fully man them.
