Yes, a DL issued by the state does confirm citizenship/residence....among other things. You do not have to carry your papers with you. It takes days to get a new DL - it takes MONTHS to get a new green card. That's why you get an ID.
If everyone is standing around doing nothing, a cop would or wouldn't say anything - equally before or after this law - that's what you missed. And if he happened to question as to why they are standing in a back ally late at night - he is fully in his legal rights.
As per the other thread, and this one - you clearly do not understand the laws.
