They didn't make it clear cause it takes weeks to plan a controlled demolition, and that would indicate a plan. Of course don't listen to me this is all crazy talk. Everyone knows you can just run up into a building with a few explosives in a moments notice (even when the foundation is in an unstable state) and bring it down.
