If you are talking about the SE/PPC angle its quite simple - when advertisers buy large volumes of useless traffic and see no return they don't come back to buy again.

Selling useless traffic however, can make a lot of money these days.

Traffic lesson #1: Anyone selling traffic is selling it because they can't convert it themselves. Do you want to buy sloppy seconds?
