It is NOT sure by anyone as of this date, 4/20/10. So you can NOT be sure of anything, and if you were a reporter claiming to be fair, you could report it exactly as written. A committee would have to be selected to even decide! And thats only if they dont pay, AND have no government checks or tax refunds due in the first place. It's a million miles from "I am sure" as a person can get honestly.

So, is it ok that some TV personalities have warned and joked about being sent to jail if you dont buy health insurance? I'm sure to some people it's perfectly fine, and to the rest of us it stinks to high heaven.
You really don't believe that the government at some point in time wont come after people who do not pay the fine?
