It would probably be cheaper to buy an older copy of DreamWeaverMX and do it yourself. It's not like your going to be doing any db integration, just three pages, over and over... If you read up on CSS, you can just write the basic functionality of the site then totally change the layout without messing with said functionality. For example, see
