(just answering your question) it prevents him from making more content. But i agree with the point you are making, the content he got convicted for is still out there. It just shows you the govt cares more about punishing people than it does about the victims, which in this case it considers everyone who sees this "obscene content" as a victim. Does it try to remove the content, no, just punish the person who made it.
