My 10 year old daughter likes it. I played it for about 30 minutes and that was enough for me.
If they really tried to simulate life it might be OK. Introduce serial killers, rapists, police, prisons, etc.
I'd play it if I could murder people, get sent to prison, then work my way up the ladder in the prisoner heirarchy. Pay other sims prisoners to buttfuck someone I don't like in the shower, etc.
They could make it cool if they weren't trying to get a Teen rating.
