That sixteen y/o will probably think twice about doing dumb shit again.
This single arrest could possibly save him from a lifetime of periodical incarceration for more serious things.
There are two sides of every story. The police have always arrested 16 y/o's to prove a point. That is one of the very reasons juvenile records are sealed. Early intervention.
EDIT: Was just making an observation and presenting it how some see it. In my book, the arrest was too much. On the flip side, a lot of lifetime criminals get their starts doing stupid shit like that.
