I'm juiced in with a company where I get 3.75% of anyone's debt when they put it into debt settlement. Average program amount is $20k, so $750 each. Enrollment is automated, can probably even do HTTP POST ... will need people to call and convert leads but that could be done on a commish basis with salespeople that are under-employed or un-employed.

I tested the company with a family member that is very happy with the service. They're settling their debt at 60% and the company has proven themselves not to be shady.
