some programs like ours were switched to the new CCBill WMS system, you have to join them through admin.ccbill.com -> WMS -> add/compare program -> search -> add .. then you will get a participation ID and then you can promote (using link code wizard). The program/sponsor will get in touch with you and tell you what to do and how to promote with these new links and IDs. Thats how we do it at the moment.
But I don't know if the two programs you tried to join have been switched too.
